A State’s Interpretation of a Foreign English Language Proficiency Certificate

The International Civil Aviation Organisation (ICAO) English Language Proficiency (ELP) Certificate serves the purpose of verifying that Aviation personnel, including Pilots, Air Traffic Controllers and those who use radio telephony for international aviation communication, meet the minimum English Language Proficiency Standards as set by ICAO in conformance with the communicative competencies (Holistic Descriptors). It is important to note that a State may interpret and apply an ELP validation, as displayed in certificate format, slightly differently to that of another. Bearing this in mind, it is the responsibility of an individual attempting to register their ELP certification with a Foreign body, as part of their Private Pilot`s License (PPL), Commercial Pilot`s License (CPL) or Airline Transport Pilot License (ATPL) to meet the requirements of that State`s conversion process. Due to potential differences being in existence, the applicant needs to take the following factors into account: 
• Ensure that your foreign ELP is an ICAO compliant Level 4, 5 or 6. 
• Be in possession of the signed ELP Certificate.
• Has been verified or endorsed by the State where they originally conducted their ELP Test. 
Even after taking the above factors into account, please note that some Authorities may still require you to retake the ELP test with a provider that they have officially recognised as State specific.  FLIGHT FOLLOWING – This title refers to the continuous tracking and monitoring of aircraft movements by ground based crew, as part of their duties when working for a particular flight operation. *TR is offering free online practise RT sessions for both these disciplines to all interested parties. Course Information 
 This month`s edition continues to focus on Aviation English with some interesting facts included here: On the Interpretations of ELP Certificates: Any State which deems it necessary to adopt regulations or practices differing in any particular respect from those established by the International Civil Aviation Organisation (ICAO), which in this instance includes the policies with respect to ELP testing, may apply officially (with mitigation), through ICAO, to have these changes implemented for that State concerned. 


So based on this principle, there is a possibility that not all States will accept your foreign English Language Proficiency (ELP) Certificate when making application to them for a Pilot`s License conversion, unless you comply with a defined set of processes and procedures as stipulated for that State, following the `Difference Request` approval by ICAO.


 It must therefore be highlighted that one of these approved ELP conversion requirements, may stipulate that you are required to repeat the ELP examination through one of their State`s approved testing facilities/organisation.

 NOTE: Maintaining your ELP Competency is equally as important as obtaining an ELP Certificate with a minimum of a Level 4 outcome. Everyone who is required to complete an official ELP Test wants to ideally be issued with a Level 6 outcome, as this guarantees that you do not have to ever attend such a test ever again, i.e.: A level 6 ELP outcome is valid for life. Working towards achieving this, particularly if you are a non-native speaker of the English Language, requires constant practice and focus. Let us leave you now with a few tips on how to assist you with your ELP training and competency maintenance programme: 

● Practise Standard Phraseology regularly

● Listen to Live ATC Communications 

● Join English conversation groups 

● Simulate non-routine situations 

● Take specialised Aviation English Courses 

● Use multi-media learning tools such as Aviation documentaries
